Why this process resists visibility
Fulfilment is reported as a percentage and experienced as a series of recoveries that largely go unrecorded.
On-time delivery reports the verdict
It tells you the date was missed. It cannot tell you whether the date was lost in planning, at a supplier, on the warehouse floor or at the carrier.
The chain crosses companies as well as systems
Suppliers, contract manufacturers, third-party logistics providers and carriers each hold part of the record, and much of it arrives late or in a form that is hard to reconcile.
Plans overwrite their own history
Each replan replaces the last, so the original promise and the moment it became undeliverable are often lost from the system that made it.

The calls, swaps and premium freight that rescue a date leave little trace, so a process that depends on rescue can look like a process that works.

These four behaviours recur across the stages and often account for a large share of the cycle: work waiting in a queue without a clear owner, work looping back to a stage it already passed, work changing hands between teams with little record of the handoff, and the same delivery type running through materially different routes depending on who touched it.
